The subway was deliberately worn down, left unrepaired so the townspeople
would complain, then the council could go ahead with it's plan to demolish
instead of improve. But the townspeople knew better than that, so the council
went ahead anyway.
They fenced off the area immediately I pointed out in the local Paper that
there was a fortune to be made suing the council when tripping over the
paving stones they loosened.
There's no fun to be had with this council.

The main prefabricated under-road tunnels were filled with concrete,
the larger bits with gravel, and the tops grassed-over.
New traffic crossings were plunked in, right over the overloaded roads,
and just because some idiot in the council thinks it make's The Arches look
pretty. Pretty stupid.
The council poured money into the ground, using lots of expensive
equipment and highly-paid workmen, most of whom are just standing around
watching other workmen in the photos.
